To subsidize Taiwan's top academic and research institutions to jointly set up Overseas Science and Technology Innovation Centers (STIC) with institutions in New Southbound target countries. By having Taiwanese science and research professionals stationed for long periods and putting down roots in these countries, the STICs can become important overseas bases for MOST, demonstrating Taiwan's technological prowess and global impact.
To arrange international executive meetings, jointly review global research programs, implement bilateral conferences, and continue to set our sights on New Southbound target countries in the hope of obtaining even more opportunities to engage with their governments meaningfully.
On the basis of the existing APEC foundations and guidelines, we can aid various countries by sharing Taiwan's disaster prevention experience and expertise, improve participating countries' disaster prevention capabilities and readiness, engage in disaster-prevention-related technical scientific exchange, and fulfill Taiwan's goal of exporting disaster prevention technology.
To establish and maintain an APEC Research Center for Advanced Biohydrogen Technology (ACABT) as well as a promotion and service platform for global technical cooperation in biogas energy for Asia-Pacific economies. These actions are aimed at driving forward the development of biomass energy technology and its applications. By holding industrial innovation contests, we can inspire economies in the APEC region to learn from one another and build a sharing economy. This, in turn, will bring Taiwan to achieve its goals in the promotion of biomass energy technology and the facilitation of substantial exchange between Taiwan and APEC economies.
To be in tune with the current state of New Southbound countries' progress in scientific research and related policies. To keep up to date with the efficacy of various measures as well as manage the administration of policy information websites and Overseas Science and Technology Innovation Centers.
