I. Introduction

The combination of environmental sustainability and low-carbon sustainable energy has recently become the main focus in the development of sustainable technologies. The United Nations (UN) has implemented 17 goals in the “2030 Agenda for Sustainable Development” in 2016 to act for solving climate change, eliminating poverty, and achieving equality and peace. Among them, Hungriness and Food Security, Clean Water and Sanitation, and Affordable Clean Energy are the three key indicators used relating to the environment and energy. It is also clear that the integration of Food-Energy-Water nexus (FEW) together with environmental issues has become one of the most important global research topics in various research fields.

Taiwan-Malaysia Innovation Center for Clean Water and Sustainable EnergyAsia is the region with the fastest economic and population growth, apparently the demand for clean water and sustainable energy is the highest in the world. However, most of the Southeast Asian countries including Malaysia are facing issues in clean water quality and sustainable energy. As the second largest economy in ASEAN countries, Malaysian government is actively encouraged the industries, ministries, educational and research institutions to develop and implement clean water and sustainable energy technologies in order to comply with the UN 2030 Agenda for Sustainable Development. National Tsing Hua University (NTHU) is a well-known internationally university in water treatment innovation, low-carbon green energy and applied advanced materials in the field of environment. Malaysia also has good performance in thin film technology, bio-energy development and water treatment. Therefore, through the cooperation between the NTHU and the Malaysian Alliance, i.e. Universiti Teknologi Malaysia (UTM), Universiti Sains Malaysia (USM) and Universiti Malaysia Perlis (UniMAP), the Overseas Research Center for Water Innovation and Sustainable Energy (WISE Center) will jointly promote the development of novel technologies and cultivate talents for clean water and sustainable energy. The cooperation not only able to link the key areas such as water and energy together, at the same time it will also enhance the academic community in Southeast Asia and South Asian countries for the research cooperation establishment between Taiwan and Southeast Asian countries in the areas of clean water and energy sustainability. It is also will cultivate bilateral research talents and encourage Taiwanese talents to global stage.

The main purpose of this project is to set-up a WISE Center Headquarter at UTM and a branch office at UniMAP, through the integrated research and international cooperation between Taiwan and Malaysia on the 2 important cutting-edge research fields, which are “clean water” and “sustainable energy”. In this project, we aim to achieve the technological innovation, cultivate local talents, technological internationalization and environmental sustainability. With the strategic geographical location, excellent research skills and capabilities, and high international competitiveness, NTHU will be able to spread/transfer its innovative technologies relating to nanomaterials, clean water and sustainable energy to Southeast Asia, South Asia, Middle East countries, and even to New Zealand and Australia through the WISE Center. It will not only establish the talents database in the Southeast Asia and South Asia regions, but also initiate the bilateral or multilateral academic exchanges. At the same time, to promote international academic cooperation and industrial upgrading. We strongly hope that the key materials and novel technologies used relating to water treatments and sustainable energy from Taiwan will be deeply cultivated in the Southeast Asia and South Asia regions. At the same time, using the dynamic and flexible approaches to build the close relationship between Taiwan and Southeast Asia and South Asia countries in research and innovation will tremendously enhance Taiwan’s research capabilities and international visibility in these key areas.

II. Highlights

National Tsing Hua University and universities in Malaysia have established the Taiwan-Malaysia Innovation Center for Clean Water and Sustainable Energy at Universiti Teknologi Malaysia as headquarter.

Under the support of Ministry of Science and Technology (MOST) of Taiwan, National Tsing Hua University(NTHU) in collaboration with Universiti Teknologi Malaysia (UTM), Universiti Sains Malaysia (USM), and Universiti Malaysia Perlis (UniMAP) have established Taiwan-Malaysia Innovation Center for Clean Water and Sustainable Energy (WISE). NTHU and universities in Malaysia held the kick-off meeting at UTM in January 17, 2019 and all agreed to reinforce the academic collaboration in the fields of water security, water treatment technology and monitoring, bioenergy, low carbon green energy, and advanced materials for environmental and energy applications. It is expected that WISE will catalyze the exchange and collaboration of expertise on water-energy nexus to meet the standard of United Nations (UN) sustainable development goals (SDG).

The delegates of Universiti Teknologi Malaysia and other universities visited National Tsing Hua University to establish the collaboration platform.

National Tsing Hua University (NTHU) has launched a new program on establishing the Taiwan-Malaysia Innovation Center for Clean Water and Sustainable Energy (WISE Center) under the support of Ministry of Science and Technology of Taiwan. The main goal of WISE center is to establish the water-energy nexus to fulfill the United Nations (UN) sustainable development goals (SDG). To establish the mutual collaboration, Professor Zulkifli Yusop, the Dean of Resource Sustainable Research Alliance (RSRA) of Universiti Teknologi Malaysia (UTM), and seven (7) representatives from UTM, Universiti Malaysia Perlis (UniMAP) and International Islamic University Malaysia (IIUM) visited NTHU last March, 2019. The Malaysian delegates were hosted by Senior Vice President, Prof. Sinn-Wen Chen and visited several departments/institute/research centers including the Department of Chemical Engineering, Department of Biomedical Engineering and Environmental Sciences (BMES) of NTHU, Industrial Technology Research Institute (ITRI) and Center for Space and Remote Sensing Research (CSRSR) of National Central University (NCU). NTHU and Malaysian representatives discussed the collaboration and operations of the WISE center in their meeting. Over the next few months, several events of WISE Centers have been planned including the opening ceremony of overseas research center offices at UTM and UniMAP, a training program on the Sustainable Energy and Environmental Development (SEED) Workshop at NTHU in May, and a NTHU-UTM-USM-UniMAP symposium on Water Security and Sustainable Energy at UTM in August.

2019 Clean Water and Sustainable Energy International Workshop

To reinforce the possible collaboration on Clean Water and Sustainable Energy between Taiwan and New South-bound Countries, National Tsing Hua University has invited 49 participants from 9 countries to Taiwan for attending International Clean Water and Sustainable Energy Workshop on May 16 – 25 under the financial support of Ministry of Science and Technology (MOST). The participants include 1 President, 3 Vice-presidents, 4 Deans, and 10 Chairpersons and Directors.

 To reinforce the possible collaboration on Clean Water and Sustainable Energy between Taiwan and New South-bound Countries, National Tsing Hua University has invited 31 participants from 12 countries to Taiwan for attending International Environmentally Green Technology and Sustainable Energy: Water-Energy Nexus Workshop on November 4 - 15 under the financial support of Ministry of Science and Technology (MOST). 2020.01.17-01.22 NTHU held Clean Water and Sustainable Energy Seminar at Ruhuna University, Sri Lanka

To reinforce the possible collaboration on Clean Water and Sustainable Energy between Taiwan and New South-bound Countries, delegates from National Tsing Hua University has visited the University of Colombo and the University of Ruhuna, Sri Lanka. The NTHU delegates also held the Clean Water and Sustainable Energy Seminar to introduce the WISE center supported by the Ministry of Science and Technology (MOST), Taiwan. More than 50 experts have attended this seminar and some of them show interest in collaboration with WISE center for Water Safety research.

2020.02.04-02.15  2020 Environmentally Green Technology and Sustainable Energy International Workshop

To reinforce the possible collaboration on Clean Water and Sustainable Energy between Taiwan and New South-bound Countries, National Tsing Hua University has invited 27 participants from 9 countries to Taiwan for attending the International Environmentally Green Technology and Sustainable Energy Workshop on February 4 – 15 under the financial support of Ministry of Science and Technology (MOST). In addition to the lectures on sustainable energy, all the participants needed to introduce his/her research activity. The foresight meeting on Sustainable Energy, led by the Academicians from the National Academy of Science and Technology, Philippines and Royal Academy of Cambodia, also designed for all the participants to discuss the possible impact of sustainable energy on policy, social economy and environment. All the participants agree that the development of sustainable energy is essential and important on ASEAN and South Asia, but need to consider the special circumstance of each country. Moreover, the serious pollution problem and hydraulic power utilization in Mekong River also triggered an active discussion during the meeting. Participants also agree that WISE Center can play a central role in coordinating the experts in lower Mekong River countries (Thailand, Laos, Cambodia, and Vietnam) to strategically propose the environmentally green technology for Mekong River pollution and resources utilization.

2020.02.06 Benchmarking Exercise with Chemical Engineering Program at NTHU from School of Bioprocess Engineering, University Malaysia Perlis

The School of Bioprocess Engineering, Universiti Malaysia Perlis (UniMAP), Malaysia offers a Chemical Engineering program, and since Malaysia is a signatory of Washington Accord (through Board of Engineer Malaysia), UniMAP regularly benchmarks and engages with other chemical engineering programs from fellow signatory countries. The Dean of School of Bioprocess Engineering, UniMAP, Dr. Farizul Kasim, and his 2 colleagues visited the Department of Chemical Engineering, NTHU on February 6 for Benchmarking exercise to update their program in order to meet the global challenges as well as to build a network globally. 
During the exercise, the Chairperson Liu has introduced the Chemical Engineering Program, NTHU to the delegates of UniMAP. The main objective of this exercise is to compare and evaluate UniMAP's Chemical Engineering performance, monitor standards, compare good practice and make quality improvements with NTHU's Chemical Engineering Department. During the exercise, the curriculum structure of both programs, the delivery of the courses, the capstone design project implementation, undergraduate research project, lab facilities and samples of test/ exam/ assignments are compared.
